Addis Ababa: The numerous reforms in Ethiopia's security sector are laying solid foundation in safeguarding the sovereignty of the country and upholding its dignity. The thirteenth Month of Pagume, which marks Ethiopia's transitional period, has been commemorated nationally under various themes since the reforms. And this year Ethiopia is celebrating pagumen, known as the "Thirteenth Ethiopian Month" at national level with specific purposes before the Ethiopian New Year. Today, Pagume 2 (September 7, 2024) is being commemorated as a 'Reform Day', a time to reflect on the substantial progress made across all sectors of the country including in the security apparatuses. The government of Ethiopia repeatedly said it has prioritized the security and safety institutions instrumental in this transformation. Following comprehensive reforms, the security agencies of the country have been now strengthening their capacity to protect the nation and maintain law and order. Prime Minister Abiy Ahmed commended the sec urity forces for their exceptional contributions to Ethiopia's sovereignty. He emphasized that the reforms implemented since the far-reaching reform have played a pivotal role in ensuring the country's security and stability. Recall the 116th National Army Day (ENDF day) was celebrated on 25th of October 2023 under the theme: 'A victorious army that stands firm in every challenge.' Speaking on the historic day, the Prime Minister expressed his admiration for the army's firm commitment to peace, development, and unity. He highlighted National Army members' selfless sacrifices in peacekeeping missions both domestically and internationally. The National Army has also made significant strides through their efforts that enabled Ethiopia to become a symbol of peace in Africa, renowned for its innovative approach to conflict resolution at home and in international peacekeeping duties. By reorganizing the defense forces into the air force, land force, navy, and cyber security, Ethiopia has ensured a comprehensiv e and forward-looking approach to our national defense. This modernization has equipped the country to meet the challenges of today and the future. Evidently, the reforms implemented in recent years have not only transformed the structure of the army sector but have also been rigorously tested in practice. The result is a testament in the creation of a highly effective and formidable fighting force. Chief of General Staff of the Ethiopian National Defense Force (ENDF) Field Marshal Birhanu Jula, emphasized the enduring legacy of the Ethiopian army. He highlighted the centuries-long institutional development that has shaped the army into a force capable of safeguarding the nation's existence. Field Marshal Birhanu attributed Ethiopia's success to its rich history of heroism and patriotism. These qualities have enabled the defense army to withstand the test of time and emerge stronger. On the occasion of the 88th anniversary of the Air Force, Birhanu underscored that the significant strides made in moderniz ing Ethiopia's military. The foundation for a contemporary army was laid 116 years ago, and today, it remains at the forefront of technological advancements. Ethiopia is intensifying its endeavor to build a modern military that is equipped to address regional challenges. The reforms undertaken in recent years have enhanced the army's organizational capabilities, psychological resilience, and overall effectiveness. Ethiopian Air Force Commander Lieutenant General Yilma Merdasa, recalled the historic moment when Ethiopia acquired its first airplane in August 1929. He emphasized the Air Force's 88-year legacy of service and sacrifice. The institution has evolved through generations, playing a crucial role in defending the nation's sovereignty. Since the national reform, the Ethiopian Air Force has undergone a comprehensive modernization, encompassing manpower, weaponry, and infrastructure. These advancements reflect Ethiopia's growing capacity and ambition. Tigist Hamid, Director General of Information Netw ork Security Administration (INSA), on her part revealed that the reform as a pivotal moment in transforming peace and security institutions. Through institutional reforms, Ethiopia has established a robust information network security management system to foil any cyber warfare as well as safeguard national security and the well-being of its citizens. The reform measures have enabled Ethiopia to develop its own official key infrastructure software, complete with a certificate database and design system. This strategic development strengthens the nation's cyber security capabilities. The official key infrastructure system plays a vital role in protecting key institutions. It would contribute to the mission of the information network security management. Zelalem Mengiste, Deputy Commissioner General of Ethiopian Federal Police and Head of Criminal Investigation Bureau, highlighted the national change as a catalyst for institutional reform within the law enforcement sector. The tragic events surrounding the investigation of citizens underscored the urgent need for transformation. Following the national change, the criminal investigation bureau implemented successful reforms, resulting in a modernized and technologically advanced institutional structure. These reforms have improved the capacity to conduct investigations in accordance with the law and ethical police standards. Within the first two years of the change, the bureau established procedures to ensure that investigations into alleged crimes are conducted impartially and professionally.
